Exact odds, the ones the server uses, recalculated whenever the catalogue changes.
Every TCG Rift pack holds 5 cards. The server draws each card on its own: first its rarity, using the odds below, then a random card among every card of that rarity. There is no pity timer and no guaranteed card: it is pure chance, the same for everyone.
Drop rate of each rarity

Read the last column as "one chance in N cards drawn". The more cards a rarity has, the harder each of them is to find: one specific Ultimate is far rarer than any Ultimate.
Every pack is the same
The packs on the ring show the art of a region (Ionia, Noxus, the Void…), but each one contains all 2,112 cards of the game with exactly the same odds. Picking Demacia does not give you more Demacian champions: the region only changes the pack design. The Loyalty pack, earned every 5 levels, uses the same odds.
Prismatic cards
On top of its rarity, every card has a one in 40 chance to drop as a Prismatic version. A Prismatic Ultimate is one card in 10,000: the rarest pull in the game.
How many packs for an Ultimate?
On average, an Ultimate drops every 50 packs, which is about every 5 days if you open each lot of 5 packs every 12 hours. A Mythic drops every 12.5 packs on average.
These are only averages, and chance has no memory. An Ultimate can drop in your first pack, two can drop back to back, and a long run without one does not make the next more likely.
Duplicates help you climb
The further your collection gets, the more duplicates you pull. Fuse them: 5 duplicates of one rarity give a random card of the next rarity up. It is the only way to go after a rarity, and it never changes the pack odds.
